VIRGINIA PILOT CAR REGULATIONS
Times Of Movement
Overweight only travel 24 / 7 every day. Overlength travel is allowed during hrs. Of darkness when overall length does not exceed 85’ (overhang cannot exceed 10’) and width is less than 14’ 1”. Overheight only travel is allowed 7 days during daylight hours.
Loads over 8’6” wide up to 10’ 6” wide, 14’ high or 125’ long with 115,000 lbs gross weight is allowed travel one half-hour after sunrise to on half-hour before sunset.
Loads over 10’ 6”  up to 12’ travel is allowed one half-hour after sunrise to one half-hour before sunset Mon-Fri through 3:00 pm on Friday.
Loads more than 12’ wide up to 14’ wide, 150’ long - divided highway travel permitted 9:00 am to 4:00 pm mon-thurs, 9:00 am to 3:00 pm on Friday. Undivided highways travel is allowed 9:30 am to 2:30 pm when schools are in session. Travel allowed on highways one half-hour after sunrise to one half-hour before sunset when school is in session.

Weekend Travel
Travel allowed one half-hour after sunset to one half-hour before sunset on Saturday. No travel allowed on Sunday.

Holiday Travel
Travel not allowed from 12:00 noon on day before to day after holiday. Monday holidays travel not allowed from 12:00 noon on preceeding Friday until day after holiday. Holidays include New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving and Christmas.
VA permit office is closed on above holidays and including MLK Day, Washington’s B-day, Veteran’s Day and day after Thanksgiving. No travel restrictions on additional days above.

When Pilot/Escort Vehicle is Required























Requirements for Pilot/Escort Vehicle
Escort vehicle must be a truck not less than ¼ ton rated load capacity but not more than 17,000 lbs gvwr or a passenger vehicle not less than 2,000 lbs gw.
Escort vehicle shall have unobstructed view through rear window.
Escort vehicles shall not resemble law enforcement or safety assistance vehicles.
Escort vehicles shall be in compliance with all state and local registration by state in which vehicle is registered.
Escort vehicle shall not be OW/OD while in use for escorting.
Escort vehicle shall not tow any trailer while performing escort duties.
Escort vehicle is required to have 2-way radio comm system capable of maintaining comm with all vehicles in the permitted vehicle / escort vehicle group.
Front escort vehicle is required to have height pole when required by permit. Pole shall be 3” higher than maximum load height specified on permit.
Escort vehicle headlamps are required to be on while performing escort duties.
Escort vehicles are required to have one or more rotating/strobe light on top of escort vehicle. Light must be visible from a distance of 500’ and 360 degrees.
Stop/Slow paddle required shall 18” x 18” with 6 inch lettering.
Flags used for flagging shall be any highly fluorescent color not less than 18”x18” square and maintained in good condition.
Individuals performing flagging operations shall wear hard hat and any highly visible fluorescent colored vest or jacket. Approved ANSI II or III only.
Escort vehicle shall display “WIDE LOAD”, “OVERSIZE LOAD” or “OVERWEIGHT LOAD” on front and rear bumpers or mounted on roof. Roof mounted sign must be visible from 360 degrees. Signs shall be black lettering on yellow background with 8” lettering and 1¼” brush stroke.
Escort vehicle must have at least one 5 lb fire extinguisher or larger and UL or FM approved. Extinguisher shall be Type BC or ABC.
Escort vehicle shall carry reflective triangles or road flared to warn oncoming traffic of a breakdown.

Requirements for Pilot/Escort Vehicle Operator
Virginia State Certification for Pilot Car Operator is required. Virginia State Certification or other State Certification Program.
Pilot car operator must possess a valid driver’s license.
Pilot car operator must possess proof of certification.
Proof of Certification and a valid driver’s license must be presented when requested by any VA DOT or VA Law Enforcement Official when requested.
Certification mandatory for all escort drivers regardless of residency for loads 12’-14’ wide.
Multiple-choice questions on Escort Driver’s Test based on Virginia Driver’s Manual & Virginia Hauling Permit Manual
Test may be taken at any of the 14 DOH offices
Re-testing required to remain certified before expiration date on back of certification card.

Permitee is responsible for adequate vision of traffic approaching from rear if no rear pilot car is required on permit.
